Job Description:
Location: Any country in Asia Pacific where World Vision International is registered to operate.
As the Regional People & Culture (P&C) Business Partner (BP) for World Vision East Asia, your role will involve operationalising the regional P&C strategy. Your primary objective will be to provide guidance and serve as a sounding board as needed for National Office P&C leaders and Regional Office Directors aligned with the regional P&C strategy. Reporting directly to the Regional P&C Director for World Vision East Asia, you will also take the lead in day to day operations management in areas including leadership development, talent management and talent acquisition while also executing on GC led efforts in the areas of Total Reward, Partnering for Performance (P4P) and organisation culture. Overseeing the work of the Regional P&C Lead for the region and ensuring the perform to expectations on their role and remit will also lie within your job scope as you work together with them to deliver on the above.
Major Responsibilities:

Strategy Impact
  • Support the Regional P&C Director in development of the regional P&C strategy.
  • Drive the development of a regional action plan with clear timelines, deliverables and measurement metrics to support the regional P&C strategy.
  • Contribute to and facilitate the execution of the P&C regional strategy and business plan, ensuring alignment with regional (including sub-strategies) and global strategies and priorities.
  • Offer input and support to NO P&C leaders as they develop national P&C strategy, ensuring alignment for NO with RO priorities and GC framework.
  • Aid all Regional Directors (RDs) in people support for the RO fostering a culture of trust, inclusivity, agility, and transformational leadership.

Technical & Operational Support:
  • Provide operational support and guidance to the National office, ensuring seamless integration and successful execution in the areas of talent acquisition, talent management and leadership development.
  • Collaborate with the NO P&C teams and RDs to oversee and supervise the implementation of regional P&C initiatives within RO and NOs including merit and salary structures, performance reviews and goal setting as well as Our Voice roll outs, insights and actions.
  • Contribute to the continuous review, learning, and refinement of WVI P&C policies and procedures.
  • Support all NOs and the RO in the management of International Assignees from start to finish, working closely with the global mobility team and FO P&C Directors/Focal points.
Capacity Building:
  • Coordinate Talent Forums at both NO and RO levels, facilitating talent mapping and validation processes.
  • Ensure that learning and development efforts at NO, RO and GC are targeted at identified talent and support leadership in the nomination process.
  • Co-create and adapt leadership development programs to address skill building within the region partnering with GC or external vendors as needed.
  • Connect talent development to career advancement through regional talent pool management and active brokering of secondment, transfer and internal hiring opportunities.

Quality Assurance/Risk Management
  • Collaborate with National Office P&C teams to ensure compliance with Internal Control P&C audit standards and other stipulated requirements.
  • Lead cases related to Integrity and Protection Hotline (IPH) and Internal Investigations Management (IIM) in the East Asia region and contribute when required to investigations by the Global Internal Investigations Unit (GIIU).
  • Assist National Office P&C in conducting investigations and addressing issues relevant to employee relations at the local level.
Required Qualifications
  • Ten years of relevant work experience in strategic and operational human resources leadership roles with an emphasis on employee engagement, employee experience, organizational effectiveness or related HR discipline.
  • Excellent interpersonal skills, highly collaborative leader with a track record of effectively leading organization change.
  • Strong track record of implementing and delivering talent, culture & organization related programs.
  • Generalist HR practitioner with a broad understanding of TA, TR, TM as well as Policies, Procedures and hands on operations.
  • Ability to partner, guide and align multiple key stakeholders across cultures.
  • Exceptional communication and presentation skills.
  • Strong personal alignment to WVI’s mission, vision and values and mindsets and behaviours.
  • Proficient with the advanced features of Microsoft Office software products (PowerPoint, Word and Excel).
  • Willingness to travel.
  • Bachelor’s Degree in Business, Human Resources, Organization Development or related degree.
  • Strong written and oral English language skills a must; additional Asian language written and oral skills a significant plus.

  • Ability to work with varying cultures and leadership in Asia RO and NO’s.
